THE “LULA FUND”
Brazilian President Luiz Inacio Lula da
Silva rallied with counterpart, French President Jacques
Chirac, at the idea of an international tax on the sale of
Arms and financial transactions, in order to finance a
re-launching of the fight against world hunger.
“ Hunger is a weapon of mass destruction,
which kills a staggering, 24 000 individuals each day, and
11 infants die each minute ” Lula declared during a press
conference at the UN head office in Geneva, accompanied by
UN Secretary General, Kofi Annan, and Chilean President,
Ricardo Lagos. The four Leaders signed a declaration in
which France and Brazil announced the selection of a team of
experts to study several approaches to combat hunger.
Among those, the declaration cited “
taxes on certain international transactions
namely, certain
types of Armes and financial transactions. Resources
collected will be forwarded to a special hunger fighting
fund, which President Chirac named “The LULA Fund”.
The Franco-Brazilian initiative was the
continuation of an idea launched by the Brazilian Prsident,
at the G8 Summit in Evian, France, June 2003.
